Conference Civil-Military Cooperation

This GPEC® event once again serves to foster inter-ministerial cooperation.

"Total defense" (*Gesamtverteidigung*) has gained significant importance in light of growing security challenges. It must ensure that Germany is prepared for a broad spectrum of threats.
The current geopolitical situation compels Germany and its partners to strengthen the resilience of their society and infrastructure against military, non-military, and hybrid threats. In this context, cooperation between civilian actors and the German Armed Forces (*Bundeswehr*) plays a central role. Civil-military cooperation must be expanded within the framework of this new security reality.

Civil-military cooperation (*Zivil-Militärische Zusammenarbeit* – ZMZ) in Germany has become increasingly important due to the heightened security threat posed by Russia. Russia’s hybrid warfare and the influence exerted by other states on Germany necessitate a shift in thinking regarding security and foreign policy. The general public, political decision-makers, and the administration must respond in a coordinated and resolute manner. This requires addressing vulnerabilities, strengthening resilience at all levels, and defending the principles of a rules-based international order. Only in this way can authoritarian actors, such as Russia, be prevented from successfully continuing their strategies.
"Total defense" has gained significant importance in light of growing security challenges. It must ensure that Germany is prepared for a broad spectrum of threats—ranging from military conflicts and cyberattacks to natural disasters. It remains an essential component of Germany’s security strategy and requires close collaboration between the state, society, the private sector, and international partners.
Civil-military cooperation (ZMZ) is a component of civil defense and thus contributes to the overall framework of "total defense." Among other things, it describes the interaction between state or non-state civilian organizations and the armed forces in the context of collective and national defense.
