Combating financial crime - Focus on digital currencies
The continuation of this conference is intended to continue to support and promote the cooperation of the public prosecutor's office, the police, financial authorities and other administrative authorities in the fight against financial crime. Financial investigations by law enforcement authorities are of considerable and sometimes decisive importance in tracking down, allocating, securing and confiscating assets acquired through criminal means, as well as in combating money laundering, terrorist financing and solving other crimes. Aspects of compensation for victims and reparations for damages must not be ignored in this context.
In addition, financial investigations that are independent of the procedure serve to investigate facts that give rise to suspicion, for example, from financial transactions or conspicuous financial conduct, without a crime being able to be clearly attributed.

But when we as investigators talk about finances and financial transactions today, we cannot ignore digital currencies. Because they are becoming increasingly accepted by criminals. Large sums of money can be sent conspiratorially around the world. In real time and without the people involved in the transaction really knowing each other. While the use of digital currency by criminals was initially an indication of the presence of organized crime, these currencies are now used in almost all areas of crime.
Organizations for combating financial crime at federal and state level are no longer conceivable without the area of cryptocurrency investigations. Law enforcement agencies also had to react to this development. While investigations into digital currencies were initially the preserve of the authorities' cybercrime specialists, this expertise is now needed in financial investigations, but also in the entire police organization - as well as in the public prosecutor's offices and the courts.
Already during the first attack, police officers must be able to at least suspect the use of digital currencies as a means of committing a crime, as an object of the crime or as criminal proceeds. The topic must not only reach the political and police leadership level, but training and further education must also recognize its relevance.
In keeping with the spirit of GPEC® digital, the accompanying event “Combating Financial Crime” is also dedicated to digital currencies. It will include presentations by trade fair exhibitors about their options for supporting the investigative authorities as well as contributions from investigators themselves in the spirit of best practice communication.
The increasing use of artificial intelligence tools will of course play a role.
